Many do not see the harm in cyberbullying, and some individuals dismiss or disregard cyberbullying because they believe there are more serious types of aggression that exists. 

Many individuals also do not want to take responsibility for inappropriate use of technology. Parents often say they don't have the technological knowledge or skills to keep up with their child's online behavior, educators hesitate to intervene in matters that occur off school grounds, and law enforcement is hesitant to get involved unless there is clear evidence of a crime or a significant threat. As a result, cyberbullying often slips through the cracks.
